POLICY – CORE FUNCTIONS

– Develop, implement and manage policies, procedures and guidance governing Marine Corps Reserve personnel.
– Provides input on the development of the Marine Corps Total Force personnel policy.

– Marine Reserve Exchange Program (MREP) liaison for HQMC.
– Total Force Integration Staff Training held throughout FY (E-TFIST, TFIST, A-TFIST, S-TFIST).
– Serves as HQMC Liaison to the Marine Corps Reserve Policy Board (MCRPB).

MREP & THE MARINE CORPS

– Provides a unique opportunity to broaden professional development and awareness of Allied Reserve Forces.
– U.S. Marine Corps Forces Europe and Africa provides the only continually-assigned Marine component in support of U.S. European Command and U.S. Africa Command’s mission to promote regional security, maintain proven partnerships and interagency cooperation, and deter and defeat transnational threats.
– Marines will have the ability to demonstrate continued U.S. support of the North Atlantic Treaty Organization and Europe.
– Participants will increase interoperability capabilities while enhancing their capacity to work and communicate with host nation service members.

TRICARE RESERVE SELECT

The TRS page is currently available. All units are required to submit updated POCs to MARFORRES. Additionally, all TRS reps must validate their unit status.

To validate unit status:
(1) open the TRS page
(2) click on the TRS STATS (access restricted) link under forms
(3) identify all members associated with your RUC under pending and accepted worksheets
(4) execute the agreements of those members who are beyond their EAS and listed as pending
(5) verify the intent to enroll in TRS for those members under the accepted worksheet
(6) invalidate the request and change status to decline for those members no longer desiring TRS coverage.

Marines are eligible to receive reserve retirement credit for both the Navy and Marine Corps courses.

Additional courses may qualify for reserve retirement credit. Before enrollment in courses outside the approved EBDL lists, please contact RAP-1 for approval or assistance at rap@usmc.mil or 703-784-9138.

MISSION

To consider, recommend, and report to the Secretary of the Navy (SECNAV) on Reserve policy matters.

PURPOSE

To make recommendations to the SECNAV on matters which affect the readiness, mobilization, and deployment capability of the Marine Corps Reserve within the framework of the Marine Corps Total Force.

SUBMISSION PROCESS

Solicitations for policy issue submissions are released annually via MARADMINS. To view the latest MARADMIN, please refer to MARADMIN 160/24. The template for submission is listed on the right hand column.

BECOMING A BOARD MEMBER 

For those Marines desiring to make a positive impact on the Marine Corps Reserve Forces, consider applying. The MCRPB accepts new applicants each year, with information released via MARADMIN (last MARADMIN 324/23). While requirements may change slightly year to year, applicants must:

  • Have strong knowledge and varied experience in Reserve policies and issues.

  • Be a member of the SMCR, IMA, AR, or Active Duty Component.

  • Be between the grades of E7-E9, CWO2-CWO5, or O3-O6.

  • Be willing to serve a three-year period on the board as a primary member, or a one-year period as an alternate member.

PURPOSE

To provide Active Reserve Marines, both officers and enlisted, a progressive curriculum designed specifically for sharing, discussing, and exercising the fundamentals of reserve integration. 

COURSE CURRICULUM

The Total Force Integration Staff Training (TFIST) curriculum consists of four components.  The first component is designed for new officer accessions and is required attendance within the first year of accessing into the AR Program.  This is called TFIST.  The second component is designed for the mid-career AR Officers.  This course is called Advanced – TFIST (A-TFIST).  The third component within the curriculum is designed for mid-late career enlisted AR SNCOs.  This course is called Enlisted-TFIST (E-TFIST).  The fourth component of the curriculum is designed for the senior AR Officers within the AR community and its called Senior-TFIST (S-TFIST).

Officer Plan

Officer plans section is responsible for officer inventory, promotion, and aviation inventory planning. In addition, the section conducts policy analysis that supports officer accessions, promotions, and inventory.

UNRESTRICTED RESERVE OFFICER PROMOTION PLANNER

– Develops, implements and maintains manpower promotion plans for active and reserve unrestricted officers

– Develops promotion plans for brigadier general (BGen) and major general (MajGen) officers

– Calculates and submits monthly promotion allocations to Promotions Branch

– Analyzes officer manpower requirements

– Conducts detailed research and analysis to answer inquiries relating to Reserve Officer promotion activity

– Conducts analysis of Reserve Officer manpower requirements to determine if policies and practices are adequate to support officer structure requirements

– Actively supports the Restricted Officer promotion Planner in developing restricted promotion plans and policy

RESTRICTED RESERVE OFFICER PROMOTION PLANNER

– Develops Warrant Officer (WO) and Limited Duty Officer (LDO) Promotion Plans

– Determines Enlisted to WO Selection Numbers

Reserve NCO Promotions

CORPORAL AND SERGEANT

The enlisted promotion system provides a procedure that lets enlisted Marines within each grade and PMOS compete among themselves for promotion to the next grade. The aim of the system is to advance the best qualified Marines to fill vacancies in the next higher grade.  PMOS vacancies will be continuously filled by Marines who are fully qualified to perform the duties and ready to assume the responsibilities of the next grade. Promotions are determined by quarterly published “cutting scores.” The cutting score indicates the composite score a Marine must meet or exceed to be promoted within his/her grade/MOS. Only Marines meeting minimum Time in Grade/Time In Service (TIG/TIS) criteria receive a composite score. A composite score is as accurate as the information available in the Marine Corps Total Force System (MCTFS), Marines should ensure their information is up to date and correct (MCI, PFT, Rifle, etc.). Timelines for information to be entered in MCTFS can be found in the Enlisted Marine Corps Promotion Manual. Promotion periods are January, April, July and October. A Marine is not eligible for regular promotion until the following minimum TIG/TIS is met.

Reserve SNCO Promotions

Reserve Component (RC) Staff Noncommissionced Officer SNCO Retention Policy Update

Staff Noncommissioned Officer

Promotions to SNCO ranks are the result of selection for promotion by a SMCR/IRR/AR Selection Board which convenes in January for 6 – 8 weeks. To be eligible for consideration, a Marine must meet the promotion zones published prior to the board, and be serving in the SMCR, IRR or AR on the date the annual Reserve board convenes. Marines who effect an intercategory transfer, i.e., from Active Reserve to SMCR or from SMCR to IRR, while a Reserve SNCO selection board is in session will remain eligible for promotion in the Category in which they resided at the convening of the board. Reservists will compete with Reservists from their category only (i.e., drilling reservists with drilling reservists, IRR with IRR, and AR with AR).
* Limited Tour Marines serving on the AR program now compete within the SMCR category.

SMCR First Sergeant Selections

Reserve Gunnery Sergeants desiring consideration for promotion to First Sergeant (in addition to meeting the published promotion zone and completed PME requirements) must submit a letter to the president of the Reserve SNCO Selection board indicating which billet(s), out of a list of available SMCR First Sergeant billets (published prior to the Reserve SNCO promotion board), they would be willing and able to serve. This additional selection requirement is designed to fill the small number of the most geographically isolated and difficult to staff First Sergeant SMCR billets.

Marines must meet the below minimum TIS/TIG to be eligible for promotion. TIS is based on the Pay Entry Base Date for SMCR and IRR Marines and Armed Forces Active Duty Base Date for AR Marines.

What Selection Boards Consider

It is the Marines responsibility to ensure his/her records are accurate and complete.

PME is linked to promotion in the Marine Corps. Marines must complete the appropriate PME for their grade in order to be “fully qualified” for promotion. PME requirements, by grade, are found in ALMAR 339/96.

The Reserve Affairs Personnel Programming and Budgeting (RAP-3) is responsible for the coordination of pay & allowances fiscal requirements between HQMC Programs and Resources (P&R); Manpower and Reserve Affairs (M&RA); Plans, Policies, and Operations (PP&O); Marine Forces Command (MFC); and Marines Forces Reserve (MFR) to ensure the money needed to fund the Reserve Component is in the President’s Budget.  

RAP-3 is comprised of the Fiscal section and ADOS Section.

Fiscal

Program Objective Memorandum (POM) Development

– Advocates Reserve issues during POM development and budget submission.

– Manages the RPMC account during the planning, programming, and budgeting stages of the planning, programming, budgeting, and execution (PPBE) process.

RPMC Budget Management

– Provides budget impact analysis of legislative proposals and congressional actions.

– Provides support to P&R’s Military Personnel Branch (RFM) during budget estimate formulation, submission, and review.

– Monitors, conducts analysis, and provides recommendations in support of RPMC budget execution to include fund reprogramming and redistribution actions.

– Approves requests for additional/extended periods of annual training.

ACTIVE DUTY FOR OPERATIONAL SUPPORT (ADOS)

– Provides budget management, formulation, submission and execution expertise for ADOS funding that provides personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements.

The ADOS Program is intended to provide personnel augmentation for both Active and Reserve forces to accomplish special projects, and to meet operational, administrative, and exercise support requirements of short-term duration.

PURPOSE

The ADOS program, through short terms of active duty, provides Marine Corps Reserve personnel of appropriate grades and skills to suppport the existing and emerging personnel augmentation requirements of the Total Force Marine Corps and Traditional Combatant Commands.
